Economist with over 20 years of experience in strategy, corporate finance, and project management. He has contributed to the development of the Dominican capital market from the Ministry of Finance (2008–2010), launching the Treasury’s local bond auction program and structuring sovereign risk operations with multilateral institutions and international banks during the Great Recession. He supported the Financial Advisor to the Executive Branch (2020–2023) in the prefeasibility of infrastructure projects, risk coverage, and strategic executions in response to the pandemic in the education and health sectors. As Director of Competitive Intelligence (2023–2025) at the National Competitiveness Council, he led macroeconomic and fiscal analyses focused on productivity and business competitiveness.
In the private sector, he worked at Shell (2001–2006) as a Strategy and Portfolio Analyst for Latin America, supporting multimillion-dollar divestment closings and corporate transformations. At Cemex (2006–2008), he developed new business models in aggregates and ready-mix, in addition to optimizing supply chains for the cement plant. At Banco Popular (2011–2013), he supported the corporate and business banking division in optimizing profitability while adapting to new trust structures and expanding into the capital markets.
As an independent consultant, he collaborated with the IDB (2013–2014, 2017) and the World Bank on social cabinet projects, as well as pension and labor issues. He has led academic departments at local universities and served as a lecturer for over 20 years. Since 2018, he has been an external pro bono director at the Instituto Cultural Dominico Americano.
He holds a Master’s degree in Applied Economics from the University of Michigan (Fulbright Scholar), a Bachelor’s degree with honors in Economics from PUCMM, and certification in Corporate Finance. He has completed specializations in M&A (INSEAD), Debt Portfolio Management (World Bank), International Finance (Columbia University), and Change Management.
